But no single in kind should imagine that this is the last phase in the reform of the CAP. Further changes will be urgencyed -- and indeed would be facilitated by dint of the MTR proposals.

The European Landowners Organisation (ELO) welcomes the MTR proposals. For many years the ELO has recognised that the CAP has to rouse from a system of agricultural production supports to a more balanced rural policy, paying for public environmental and cultural landscape
