Large amounts of viands from a [euro]400 million EU aid programme to Russia in the late 1990 went missing, or fall of the curtained up in the wrong hands, according to a scathing report into the package published by the agency of the Commission this week.

A Special Account stake up in Russia to heap up the profits from the provender sales is still some [euro]15m short, and the remaining [euro]14m in the permanent fund has been frozen while Russian authorities track down the missing wealth

The Account amassed around [euro]213m in total for financing pensions and the government's health and labour ministry.
