1 In adopting empires for the common organisation of the market in milk and milk outcomes which satisfy Article 39 of the Treaty of Rome the EU Council of Ministers was able to establish a regime which differed in a certain respects from that applied in other sectors. The Commission had drawn up proposals by means of June 1960 setting out the broad guidelines of the policy by way of which agricultural markets in general were to be managed and the structural improvements which had to be forceed
