The Dutch command this week admitted that the EU's stock to 2006 could handle enlargement with 10 fresh members, but warned that without fundamental note reforms in farm and structural policy spending would soar from 2007 onwards.
In a report from the Dutch finance ministry, the Hague conced that it was "highly improbable" that enlargement would break the bank according to the EU's spending ceilings
